The Department of Legal Work and Human Resources is a human resources department University. The Head of the Department (hereinafter referred to as the Head) manages the HR department and provides legal support for the University's activities.
In its activities, it is guided by the University's Charter, local regulations, documents, as well as the legislation of the Kyrgyz Republic regarding labor, education, civil law relations, personal data and office management.

Sydykova Bubukan Zholdoshevna
Has many years of experience in teaching and management activities in the field of education. Total work experience is 44 years, teaching experience is 17 years.

Over the years, she has worked as an English teacher at the school, deputy director of the school, methodologist at the Faculty of Retraining at ZHAGU, deputy Dean of the Faculty of Retraining, software engineer and methodologist at the Faculty of Medicine, inspector of the Educational Department at Jalal-Abad International University, and since November 1, 2025, she has been head of the Department of Legal Work and Human Resources at the University.

Main functions of the Department of Legal Work and Human Resources
  • Organizes and conducts personnel records management at the University: admission, transfer, dismissal of employees; registration of employment contracts, additional agreements, orders; maintaining personal files, personnel registers.
  • Forms, together with the vice—rectors/heads of departments, an annual training plan for teaching staff (needs, priorities, forms of study - internal/external, deadlines, responsible, sources of funding, if available) and submits it for approval to the Rector (or an authorized person in accordance with the established procedure).
  • Ensures that personnel procedures (vacations, business trips, changes in working conditions, etc.) are executed in accordance with the established procedure.
  • Organizes the selection of staff on behalf of the Rector: formation of requirements for the position, participation in commissions / selection, registration of results.
  • Monitors compliance with labor discipline; prepares materials on incentives/penalties, and internal audits.
  • Organizes and coordinates the processes of professional development and professional development of teaching staff and other University staff in accordance with the personnel policy and development plan.
  • Forms, together with the vice—rectors/heads of departments, an annual training plan for teaching staff (needs, priorities, forms of study - internal/external, deadlines, responsible, sources of funding, if available) and submits it for approval to the Rector (or an authorized person in accordance with the established procedure).
  • Carries out full management of the University's personnel processes in the E-kyzmat system: entering, updating and maintaining data and procedures provided for by the system and the authority of the employer.
  • Organizes the management of the eBilim personnel module for employees: updating statuses, personnel details, links to departments/positions — within the limits of rights and regulations.
  • Ensures compliance with the requirements of confidentiality and protection of personal data when working at eBilim: access control, minimization of downloads, storage of foundation documents.
  • Monitors the implementation of the training plan for teaching staff (deadlines, coverage, supporting documents), records inconsistencies and initiates corrective actions (CAPA).
