About the Department
The Department of Strategic Development and Quality Management of Jalal-Abad International University is a structural unit dedicated to ensuring the sustainable development of the university, improving the educational quality management system, and enhancing the effectiveness of educational, scientific, and organizational activities.
The main objective of the department is to support the implementation of the university's strategic priorities, develop its internal quality assurance system, and foster a culture of continuous improvement in educational processes in accordance with national requirements and international standards.

Since September 2026, he has served as Vice-Rector for Strategic Development and Quality Management at Jalal-Abad International University.
In 1999, he graduated with honors from the Medical Faculty of Osh State University with a degree in General Medicine. He obtained the academic degree of Candidate of Medical Sciences in 2006 and the academic title of Associate Professor in 2010.
He has extensive experience in scientific, pedagogical, and administrative activities within the higher medical education system. Throughout his career, he has held positions including Head of Department, Deputy Dean, Acting Dean, and Vice-Rector for Academic and Scientific Affairs.
He has significant expertise in the accreditation of educational institutions, quality assurance in higher education, curriculum development, and educational management. He has completed professional training in quality management, including standards developed by the International Organization for Standardization (ISO), specifically ISO 9001:2015 and ISO 21001:2018.
He is the author of more than 300 scientific, educational, and methodological publications, including works indexed in the international scientific databases Scopus and Web of Science. He participates in scientific and editorial boards, as well as international scientific and educational cooperation.
