MANAGEMENT OF STATE LANGUAGE DEVELOPMENT ACTIVITIES AT JALAL-ABAD INTERNATIONAL UNIVERSITY

The development of the state language is a strategically important direction of the state policy of the Kyrgyz Republic. In the context of globalization, digitalization, and increasing international contacts, the preservation and development of the Kyrgyz language as the foundation of national identity, cultural heritage, and a means of public consolidation is of particular importance.

Goals and Objectives of Activities

The main goal of the university's activities in the field of state language development is to create conditions for its active use in all spheres of the educational, scientific, and public space of the university.

Tasks include:

  • Forming sustainable motivation for learning and using the Kyrgyz language among students and staff;
  • Improving the quality of teaching the state language and speech culture;
  • Expanding the scope of the Kyrgyz language in teaching, methodological, scientific, and administrative work;
  • Supporting scientific and creative initiatives aimed at developing linguistic research;
  • Conducting cultural and educational events aimed at popularizing the state language;
  • Creating digital and print resources to improve language literacy.

Organization of Work on State Language Development

At the university, the management of state language development activities is carried out in accordance with the Decree of the President of the Kyrgyz Republic "National Program for the Development of the State Language and Improvement of Language Policy in the Kyrgyz Republic" and national language policy programs.

Coordination of activities is carried out by the Vice-Rector for Science, State Language, and Social Work together with the Department of Humanities and Natural Sciences, as well as a specially created Council for State Language Development.

Main areas of work include:

  • improving educational programs in the Kyrgyz language;
  • introducing courses on professional and academic communication in the state language;
  • conducting monitoring of the level of proficiency in the Kyrgyz language among students and staff;
  • publishing educational and methodological manuals, dictionaries, glossaries in specialized disciplines in the Kyrgyz language;
  • developing a bilingual (Kyrgyz-Russian and Kyrgyz-English) environment in the educational process.

Educational Activities

One of the key areas is improving the teaching of the Kyrgyz language.

For international students and representatives of other ethnic groups, state language courses are organized as a second language, aimed at developing basic communication skills. Within these programs, modern pedagogical technologies are actively used: project-based learning, language clubs, online platforms, and multimedia resources.

In addition, university teachers conduct scientific and methodological work, developing textbooks and manuals on the Kyrgyz language and speech culture that meet modern educational standards and professional terminology.

Cultural, Educational and Public Activities

An important area is educational and cultural work aimed at increasing interest in the state language and national culture.

Annually, the university holds:

  • events for the State Language Day (September 23) — oratory contests, poetry evenings, conferences, and exhibitions;
  • festivals of Kyrgyz literature and song, theatrical performances, and quizzes;
  • weeks of the Kyrgyz language, during which seminars, lectures, and master classes on language culture are organized.

Such events contribute to the formation of a respectful attitude towards the native language, the development of patriotism, and the awareness of its significance as a crucial element of national identity.

International Cooperation

The university develops cooperation with foreign institutions and diasporas where the Kyrgyz language is studied and taught. International conferences and forums dedicated to the preservation and promotion of the state language are held, and joint collections of articles are published.

International students studying at the university are actively involved in cultural events, which contributes to expanding the scope of the Kyrgyz language and forming its positive image abroad.
